2025-03-08 (Sa) EWC_Soother Recognizing and altering an incoming note's velocity

I wrote functions to recognize Note On and Note Off MIDI commands by dividing off the least significant nibble of the incoming byte. Each went to a different function when complete since they both required three bytes to convey command, channel, tone, and velocity. Next, I wrote code to output the unaltered notes to the MIDI port to ensure the passthrough worked. I picked Velocity Limiting as my first feature because it was more straightforward than the other options. I checked if the Velocity Limiting feature was enabled, and the incoming note exceeded that limit. In the case that both were true, I would transmit the name note at the capped velocity. The Note Off commands did not need limiting.
